I still think one of the best amps out there is the Orange Micro Terror. I know it doesn’t have an effects loop but besides that, this amp is amazing. I would put this in the top 5 best budget amps for sure for beginners and professionals.

I own a Micro Terror and although theres nothing wrong with it (its CRAZY loud), the Micro Dark has an emulated amp headphone/line out, as well, and is just better. The Darks clean output even sounds better than the Terror… imo
I prefer the Joyo Bantamps. I own a Orange Micro Dark and the Joyos are just better
