I find you get better control of tone if use it in conjunction with your volume knob

Tone controls are BS. Nothing more than a resistor in the signal path. I never use them and remove them, disconnect them.

The tone knob on my guitar is deactivated until you pull it up, I never use it
Once when someone asked me how tone works it was because they didn't understand that guitar notes are a series of harmonic frequencies and tonality is the relationship of those frequencies. They thought each note was the single fundamental frequency alone.

In my experience the tone knob is only useful when you are playing through a stack, with a band, and the guitar is far too piercing. Other than that, especially in a home setting, its useless.
