I would never dare to correct the great Tim Pierce, but Andy Summers shows the correct voicing of the Dm11 chord in his recent interview with Rick Beato.
Why did Andy say in the Rick Beato interview there was no delay on Walking On The Moon? Only reverb and chorus.

Damn – that pedalboard absolutely nails Andy's tone – so important to have that version of the Mistress though. That is THE tone. Dyna Comp and the Echoplex are #2 and #3. You could practically play the whole Police catalogue with just those 3, and yet he still made that sound so diverse! Amazing player, was very cool to see both the guys relishing those effects and riffs.
