Hey at the end the neck looked great! Personally I would not clear it. I'd spray another 2 light coats of black, let dry 48 hours, lightly sand with 1500 or 2000 up and down, full neck, not circular in small areas, then rub some Tung oil on there with a rag, 2 or 3 light coats, then another couple of passes with 2000 then re-install and Rock on!
I hate clear coat. Unless you are using a high end product with a spray gun where you can set the nozzle to a super fine spray setting, it never comes out smooth and blemishless from a can…. It just doesn't hahaha!

I would try pb blaster on the bridge, it has loosened up some frozen bolts for me in the past! I suggest you refinish the entire back of the neck and headstock, you going to end up with thick lines where the tape is.
Where the break is and you can see it sanding through is a good thing because you're sanding out the high spot of the break. Keep sanding oyt you're bump out. I keep sanding until you can't feel it. The Rustoluem paint is junk. Krylon is a good paint on guitars.
Drop of oil and a tap with a hammer will free it up
180/220/400/800/1600
Maybe a little heat form a soldering iron?
