sure but better used sparingly. otherwise songs dont convey the emotions. harmony isnt about showing off but emotions. instead of brainstorming what harmonies, collier is better of telling us how those chords interact with the melody and how those changes effect the cadence and therefore emotions of the song.

You can "reharmonize" while still staying in the original key. He doesn't do that, he keeps changing the key with his chord choices. The "key" is found in the melody – he doesn't "get it"…

Him speaking at the start is not in the 1rst octave no way. It is upper 2nd octave.
If that was the case my speaking voice is at the 0 octave. There's an issue with the program you are using or you got confused by the harmonics of the note produced. But the fundamental pitch was in the upper second
