Early split coils (and many vintage wired ones) are quite reactive when you touch the pole pieces, and the cover is meant to prevent that. It's also not accurate to say they sound the same, since the cover eliminates the tonal possibilities of right hand positions within that area.
Did those things once house the foam mutes that early Fender behses came with? And people just got used to seeing a chrome piece on there so that it looked weird without them?
And they get in the way
The story is that Leo Fender hated the way the pickups looked. He asked his designers to come up with a way to hide them, and back in the 50’s chrome was the new big thing. Rest is history as they say.

Through a simple amp and an untrained ear, there is no difference.
At Sadowsky Guitars in NYC, we did an A/B test with and without covers, to note that there is indeed a subtle difference, though not likely intended by Leo when designed.
The bridge/pickup covers are there because Leo Fender hated exposed hardware lol

Isn't it supposed to be a form of hand rest or something to help you place the thumb to more comfortably play the strings?

Theyre hand rests for all 5 bass players who use picks.
On older ricks and some other basses these we magnetized to make the pickups sound more full
No difference at all … yet there is distinct reduction in high end…
